APEC Education Strategy

 

APEC Education Strategy is the first education blueprint since the inception of the APEC. The strategy reflects not only the importance given to education development and education cooperation by APEC member economics, but also an increasingly important role of education in economic growth and integration.

 

This strategy creates an vision for education development until 2030. It is characterized by inclusive and quality education that supports sustainable economic growth and social well-being; it spells out three objectives for education development in the coming years, and proposes nine priority actions and various implementation levers to achieve these objectives. 

 

To develop this strategy, a task force was set up involving representatives from 15 economies and multilateral organizations such as OECD and World Bank, to accomplish the task. All 21 economies have contributed their comments and inputs through preparatory and consultative meetings and workshops as well as inter-sessional online consultations.

 

The strategy was finalized in 2016 and endorsed at the 6th APEC Education Ministerial Meeting “as a framework to guide future projects and collaborative initiatives for the benefit of the region”. As noted in the 2016 APEC Leaders’ Declaration, APEC leaders “encourage our economies to collaborate on improving education in the Asia-Pacific region under the principles established in the APEC Education Strategy”.

 

Action Plan of APEC Education Strategy

 

The Action Plan of APEC Education Strategy is a follow-up to the APEC Education Strategy. It elaborates on vision and approaches, targets and indicators, instruments and tools and monitoring and reporting mechanism to push forward the implementation and to measure the progress of the APEC Education Strategy.

 

All 21 economies have contributed their comments and inputs through preparatory and consultative meetings and workshops as well as inter-sessional online consultations, including 10 rounds of online consultations with 1,812 comments and suggestions from 16 member economies.

 

The action plan was endorsed at the Concluding Senior Officials Meeting in Da Nang, Viet Nam on November 6th, 2017. It was noted in the Joint Ministerial Statement from the 2017 APEC Ministerial Meeting: “we acknowledge the progress made in implementing the APEC Education Strategy 2016–2030, and welcome its Action Plan to guide our work, and to promote competencies, innovation and employability in the APEC region.”


Baseline Report on Current Education Status in the Asia Pacific Region

The Baseline Report on Current Education Status in the Asia Pacific Region elaborates upon the education systems in APEC member economies. It aims to enhance mutual understanding, mutual learning and mutual reinforcement of education development and increase the synergy of collaborative projects and initiatives by sharing systemic and updated knowledge of education systems and reforms of APEC member economies. It served as the background paper for the Joint Ministerial Statement at the 6th AEMM and the APEC Education Strategy. With regular updates, it is a useful reference for policy-makers, and a valuable resource for member economies which want to promote mutual understanding and learning.

APEC Report on Education and Economic Development

The APEC Report on Education and Economic Development is the first publication of its kind to explore these issues from the particular vantage point of the Asia-Pacific region. It has been developed through collaborative efforts by EDNET’s multicultural team, focusing on driving forces, policy levers and contextual factors concerning cross-border education and academic mobility within the APEC region. It discusses current challenges, identifies emerging issues, and offers policy recommendations concerning “Cross-Border Education and Academic Mobility”, “Qualifications Frameworks, Skills Recognition and Technical and Vocational Education and Training”, “Education Innovation in the Digital Age”, and “21st Century Competencies and Structural Education Reform” by collating the best practices and case studies of APEC member economies.
