The publication aims to identify best practices and solutions for measuring and regulating Remotely Piloted Aircraft (RPA) noise. The report includes findings from desktop research and outlines best outcome processes for APEC economy consideration. To avoid bias, both positive and negative aspects of the research are outlined, and risks, issues, and opportunities for both regulators and industry have been highlighted. These considerations inform the proposed RPA noise management framework included in the report.
The report compares noise policies and regulation across APEC economies and provides recommendations for further management. The final outcome of the report is the proposed framework, providing the foundation for RPA noise management capability eventually leading to global harmonisation of policy surrounding noise management. In preparing for global harmonisation, the report focuses on specific outcomes and results rather than processes, this allows for flexibility in methodology and adaption to local contexts while achieving the outlined goals.
