Description

This report summarizes the outcomes of a three-day virtual workshop series providing an overview of performance-based communications and surveillance (PBCS) framework to deliver capacity building in PBCS implementation.  The PBCS framework promotes efficiency of air traffic operations by supporting the safe application of air traffic management initiatives that reduce aircraft spacing and streamline communication.  The workshop’s purpose was to increase PBCS awareness, explain how regulators can establish PBCS policies for the aircraft operators and Air Navigation Service Providers (ANSPs), and highlight how ANSPs can provide PBCS-compliant services and monitor the performance of the operations enabled by PBCS in their airspace.  Two economies and two guests from the International Air Transport Association (IATA) and the International Civil Aviation Organization (ICAO) presented on the topic.  This report includes an executive summary of the workshop discussion, the presentations delivered at the workshop, and recommendations.
