This document analyzes the current APEC Customs Transit Guidelines based on the discussion in the Workshop on the Implementation of APEC Customs Transit Guidelines  held in San Pedro de Atacama, Chile, and surveys involving the public and private sectors. Taking into account the outcomes of the workshop, this document presents a proposal to develop a new version of the guidelines that will reflect an enhanced efficiency of customs clearance and reduction in costs.
