This case study is one of the five prepared for the 2016 APEC Economic Policy Report, which had a theme on structural reform and services. It examines the APEC Telecommunications Mutual Recognition Agreement (APEC TEL MRA) on structural reform in testing and certification services in Chinese Taipei. Its secondary focus is on the impact of these reforms on telecommunications manufacturing in Chinese Taipei. The main lessons from the case study highlight the importance of the roles of regulators and accreditors and their awareness of economic development objectives of regulatory reform.
