Implementation Toolkit on Adopting Agile Regulatory Governance to Foster Innovation

This Implementation Toolkit guides APEC regulators to adopt agile regulatory governance that keeps pace with innovation while protecting the public interest. It serves three purposes: equipping economies with practical knowledge and tools, offering a self-assessment scorecard to diagnose strengths and gaps, and showcasing global best practices to inspire reforms. The framework is built on three core principles-anticipatory and foresight-driven, iterative and adaptive, and outcome-focused regulation, supported by foundational practices in comprehensive public consultation, cross-government coherence and integration, and the use of technology and digital infrastructure. Practical appendices provide ready-to-use tools, for example horizon scanning, regulatory sandboxes, performance indicators, stakeholder mapping, regulatory gap analysis, and digital consultation platforms. Expected outcomes include clearer objectives, faster learning cycles, stronger transparency, and more resilient, future-ready regulatory systems across APEC economies.
