This summary report details the outcomes of APEC project EWG 106 2024A, led by Chile’s Ministry of Energy and co-sponsored by Canada; China; Japan; Peru; Chinese Taipei; and the United States. It synthesizes the insights from the regional seminar held in Santiago, Chile, on July 24–25, 2025. The publication addresses the deployment of Floating Offshore Wind (FOSW) farms in deep coastal waters, focusing on four pillars: global market trends and regional lessons; environmental and social sustainability safeguards; technical integration into weak power grids; and business synergies with green hydrogen production. By capturing expert presentations, geospatial analysis, and panel discussions, this report delivers strategic policy recommendations and best practices. It serves as a foundational resource for APEC economies to overcome land scarcity, strengthen renewable energy security, and foster cross-border technical collaboration.
