The APEC Embracing Carers Checklist for Carer-Integrated Health Policy is a practical, voluntary tool developed to help member economies strengthen support for carers. It represents the third phase of a collaborative journey: building on the foundations laid by the Embracing Carers Policy Toolkit (2023), which compiled evidence and good practices, and the Workshop Outcomes Report (2025), which captured the voices of experts. Together, these three instruments form a progressive pathway from evidence to dialogue to action. Structured around the ILO's 5R Framework—Recognize, Reduce, Redistribute, Reward, and Represent—and expanded with a sixth dimension, Reframe, the Checklist gives decision-makers, health system planners, civil society, and employers concrete entry points to move forward, build momentum, and implement meaningful policies. Drawing on regional case studies, and reflecting on a highly consultative process, it serves as a bridge from principle to practice—transforming recognition of care into tangible policy action.
