This is a Summary Report of the Workshop on Use of International Instruments to Legally Enable End-to-End Digitalization of Trade conducted on 9 August 2025 in Incheon, Republic of Korea, during SOM3 of APEC.
The project overseer, the Hong Kong International Legal Talents Training Academy, in collaboration with the United Nations Commission on International Trade Law (UNCITRAL), conducted this workshop, bringing together experts, policy makers and stakeholders committed to advancing legal frameworks for digital trade in APEC and beyond. The workshop was proposed by Hong Kong, China and co-sponsored by Australia; Canada; Chile; China; Indonesia; Japan; Singapore; and Thailand.
Focusing on practical applications of international instruments through the whole business lifecycle, the Workshop concluded that harmonized legal framework such as UNCITRAL texts could be useful reference to enable “end-to-end” digitalization of trade. Besides, international collaboration is important to facilitate MSMEs to achieve economic potential and meet APEC’s digital transformation goals.
