Corruption remains a challenge across APEC economies, not only because of gaps in laws, systems or technology, but also because of limitations in human and institutional capacity needed to implement them effectively. As public institutions take on increasingly complex responsibilities and adopt new technologies, strengthening integrity among officials and organizations will require sustained investment in people, skills and institutional capabilities.

This report examines the evolving role of education, training and capacity building in strengthening integrity systems across the APEC region. Using the anti-corruption value chain framework of prevention, detection and enforcement, it explores how economies are developing the competencies needed to address corruption risks, adopt emerging technologies, and sustain effective anti-corruption institutions. It also highlights regional best practices, common challenges and opportunities for deeper cooperation to build a more integrity-driven public sector across the region.
