This report is the final outcome of the Sub Committee on Customs Procedures (SCCP) project “Gender Mainstreaming in Customs Administrations: A Metrics Based Foundation”. This was the first formal project to address gender equality in the SCCP and sought to create a foundation for future work in the space.

The report is structured in four sections:

I.  A review of relevant literature about improving gender equality in customs administrations;

II. Research methodology and background on metrics created to calculate gender equality in APEC Customs Administrations (in the form of a survey);

III. Results of the survey, which was circulated across APEC Customs administrations during December 2022 and January 2023; and

IV. Summary of discussions and recommendations from the Advancing Gender Equality in APEC Customs Administrations Workshop, held in Palm Springs in February 2023. Workshop participants discussed the survey and sought to guide future work to address disparities exposed by the results.
