This policy report examines key challenges and policy opportunities for improving pest and disease management in remote and rural agriculture across APEC economies. Drawing on economy reviews, expert discussions, and workshop outcomes, the report identifies major barriers related to infrastructure, human capacity, economic viability, institutional coordination, and climate vulnerability. It proposes an AI-based IoT and Integrated Crop Management framework to strengthen early warning, monitoring, and evidence-based decision-making. The report further presents a policy architecture centered on Agri-Industrial Integration and Ecosystem Enablement, supported by practical delivery mechanisms for technology deployment, commercialization, and scaling. Key recommendations emphasize demand-led solution design, field validation, holistic service packages, public-private coordination, data interoperability, last-mile infrastructure, localized extension and diagnostics, and support for innovation-driven agricultural startups to enable sustained adoption and resilient agri-food systems.
