This report summarizes the APEC Workshop on Enhancing Net-Zero Carbon Emission Goals through Circular Agriculture: Best Practices and Innovations, held from 23 to 25 September 2025 in Kaohsiung, Chinese Taipei. The workshop brought together 125 participants from 17 APEC member economies, and featured 20 speakers and experts from the public sector, research institutes, academia, and industry. Key themes included circular agriculture under the reduce-reuse-recycle-remove framework, recycling of agricultural surplus resources, low-carbon production in agriculture, forestry, fisheries and livestock, food loss and waste reduction, life cycle–based approaches, public-private collaboration, business models, and market mechanisms for carbon reduction. The report also summarizes the APEC-wide survey findings, expert presentations, economy updates, panel discussions, and on-site visits to local circular agriculture facilities. It provides actionable recommendations for APEC economies to strengthen capacity building, promote innovation, develop resource-recycling industry chains, and accelerate circular agriculture as a pathway toward sustainable and net-zero agri-food systems. The workshop directly supports the APEC Putrajaya Vision 2040, Bangkok Goals, and the APEC Food Security Roadmap Towards 2030.
