This publication presents the outcomes of an APEC-funded project examining the development of Authorized Economic Operator (AEO) cooperation schemes and the economic effects of AEO programs among APEC member economies. It provides a comprehensive overview of AEO implementation through an AEO Dictionary, comparative analysis of legal and operational frameworks, and an assessment of Mutual Recognition Arrangements (MRAs). The report also includes an empirical Time Release Study demonstrating the impact of AEO certification and MRAs on customs clearance time reductions and cost savings, with sector-specific insights. In addition, it documents the results of an APEC capacity-building workshop, highlighting best practices, challenges, and future needs. Based on these findings, the publication offers policy recommendations to strengthen AEO–MRA cooperation, enhance MSME participation, improve performance measurement, and promote digitalization and inter-agency collaboration in line with APEC and WTO trade facilitation objectives.
