This project supports the implementation of the ‘Peer Review and Capacity Building on APEC Infrastructure Development and Investment’ mechanism, with Peru being the sixth APEC economy to participate in the review. Its objectives are to review policies and practices, including relevant laws, regulations and guidelines related to the planning, selection and implementation process of infrastructure projects, and identify capacity building needs and suggest activities based on those needs.

 

The review of Peru focuses on three sectors: 1) transportation; 2) sanitation; and 3) health. It examines factors such as institutional responsibilities, investment needs, public-private partnership (PPP) models, and project performance in each sector. This report presents the findings of the review and provides recommendations for capacity building based on the gaps identified. Comprehensive capacity-building programs are vital to unlocking the full potential of PPPs in delivering high-quality, resilient, and inclusive infrastructure.
