This report aims to provide a voluntary indicator framework for the development of blue citizen communities in the APEC region. Through literature review, framework design, and a survey of diverse stakeholders across APEC economies, the report proposes a blue citizen community indicator framework comprising four primary and twelve secondary indicators for further piloting. The key conclusions are as follows: First, the blue citizen community concept has gained recognition in the APEC region (94.83% agreement) and effectively integrates ocean literacy, ecological protection, and community development. Second, this framework offers interested economies a voluntary, standardized, and forward-looking guiding tool. Communities can use it to assess their development status, identify priorities, and share best practices across the region. This report bridges the guidance gap between macro-level initiatives and community-level practices, providing a reliable solution for developing blue citizen communities in the APEC region.
