Project Report on Adopting Agile Regulatory Governance to Foster Innovation

This publication consolidates the APEC project on Adopting Agile Regulatory Governance to Foster Innovation, translating research into practical tools for regulators. It draws on a background paper and survey of APEC economies to map current practices of GRP, public consultation, and sandboxes while surfacing gaps in foresight, coordination, and post-implementation review. The centrepiece is an Implementation Toolkit built around a 3Ps framework consisted of strategic purposes, core principles, foundational practices and a diagnostics scorecard to benchmark agility and prioritise reforms. Insights from a virtual capacity building session held in June 2025 highlight increased confidence among participants. The report concludes with actionable steps and future priorities, including cross-border coherence, capability building, outcome-based evaluation, and institutionalising agility across regulatory systems.
