This report contains proceedings of the Workshop on Infrastructure Regulation and Competition from Structure Reform Experiences in APEC, which was held on 16 August 2024 in Lima, Peru within the margin of the APEC Third Senior Officials Meetings (SOM3). It highlights the important role of infrastructure regulation in promoting efficient, low-cost and reliable essential services while ensuring financial viability and competitive functioning of markets. Basing on this theme, the report outlines discussions by expert speakers and participants in the following areas – (1) Regulating for efficient transport outcomes, (2) Issues in infrastructure regulation, (3) Regulation for electricity market reforms, and (4) Regulating telecommunication. It concludes that effective economic regulation is vital for efficient delivery of infrastructure and utility services such as electricity and telecommunication. As such, APEC economies should strive to promote a robust regulatory system in respective infrastructure industries to achieve desired social and economic outcomes.
