This report presents the outcome of one of CTI’s trade policy dialogues held on the sidelines of the APEC Senior Officials Meeting 3 (SOM 3) in Chile in August 2019. The intention of this dialogue was to bring together policymakers and professionals involved in cross-border data utilization and protection across the APEC region. A presentation by a research team from APEC’s Policy Support Unit (PSU) on its recent report Fostering an Enabling Policy and Regulatory Environment in APEC for Data-Utilizing Businesses (2019) was followed by three panel discussions. The panelists from public agencies, private businesses, and academia discussed ranging topics from policy and regulatory environment for data utilization and protection to APEC Cross-Border Privacy Rules (CBPR) System and explored ways forward. The report includes the summary record of the dialogue, as well as observation and analysis, along with other materials.
