Decree No. 12/2006/ND-CP dated January 23rd, 2006 of the Government specifies the implementation of the Trade Law on international trade in goods and operations of agents on selling, buying, processing and transferring of foreign goods. Link Viet Nam currently does not have specific regulations on remanufactured and recycled goods and they are still being considered as used goods. Decree No. 12/2006/ND-CP dated January 23rd, 2006 of the Government stipulates import prohibition of some kinds of used accessories, tools, consuming goods and IT products.

The detailed lists are stipulated in the guidance circulars of the line ministries and agencies.

Circular No. 04/2006/TT-BTM dated April 6th, 2006 of the Ministry of Trade (now is the Ministry of Industry and Trade) promulgated in addition to the List of used Consuming Goods and Medical Equipments, which are banned from importation. Decision No. 06/2006/QD-BCN dated April 10th, 2006 of the Ministry of Industry (now is the Ministry of Industry and Trade) stipulates the List of Goods, which are banned from importation in accordance with the provisions of the Decree No. 12/2006/ND-CP dated January 12th, 2006 of the Government Link The List of used transportation means, which are banned from importation including bicycles, two-wheeled vehicles, three-wheeled motor vehicles.
Decision No. 19/2006/QD-BGTVT dated May 4th, 2006 of the Ministry of Transportation stipulates the List of Goods in accordance with provisions of the Decree No. 12/2006 ND-CP dated January 23rd, 2006 of the Government Link The List of professional and right handed gear vehicles operating in limited area, which are allowed to be imported; and the List of used equipment and transportation means, which are prohibited from importation.
Circular No. 43/2009/TT-BTTTT dated December 30th, 2009 of the Ministry of Information and Communication stipulates the List of used information technology products, which are banned from importation Link The List of used IT products, which are banned from importation.

However, there are some imported used IT products, which are exempted from provisions of the Circular No. 43/2009/TT-BTTTT in the followings:

a) Imports for purpose of maintenance, guarantee, repair, renew or newly manufacture and re-export;

b) Imports for purpose of direct manufacture means or template for design, R&D in the form of buying, hiring, borrowing;

c) Re-import after maintenance, guarantee, repair or renew abroad

d) Import in the form of movement of manufacturing means in the same office, organisation;

e) Import of professional used IT products;

f) Import of remanufactured, renewed IT products aiming at production of a specific project, which brings efficient social benefits or for purpose of security and military.
