The publication “Study and Workshop on the Identification and Analysis of Public Policies Promoting Quality Infrastructure Services for the Implementation of Circular Economy in APEC Economies” (APEC Project SCSC 106 2024A) presents a comprehensive analysis led by INACAL-Peru under the APEC Sub-Committee on Standards and Conformance (SCSC). The report examines how Quality Infrastructure (QI)—including standardization, metrology, accreditation, and conformity assessment—supports the transition toward a Circular Economy (CE) across APEC economies.
Based on desk research, a regional survey covering eleven economies, and a workshop in Incheon (Korea, 2025), the study identifies 13 CE-related policies and highlights limited yet growing integration of QI into CE policymaking. It compiles best practices from China; Mexico; Peru; and Thailand and proposes recommendations to strengthen QI preparedness, adopt ISO 59000 standards, and promote collaboration between QI and CE actors. The report concludes by suggesting the creation of an APEC regional platform for knowledge sharing and coordinated action on QI for Circular Economy.
