Results That Count: Workshop on Government Performance and Results Management

Chinese Taipei, 27 March 2008 - Chinese Taipei and New Zealand have co-sponsored the two-day Workshop on Government Performance and Results Management (WGPRM), starting today.

In his opening remarks, Dr. Jay N. Shih, Minister, the Research, Development and Evaluation Commission under the Cabinet, Chinese Taipei, asked how performance management models, developed initially in the public sector, might be applied to government whose goals are so very different.

Keynote speaker, the Hon. Jocelyne Bourgon, President Emeritus of the Canada School of Public Service and former Ambassador of Canada to the OECD, sought to challenge government policy-makers, urging them to move beyond performance measurement - an approach that has already been mastered - to real Performance Management.

The WGPRM, which ends tomorrow, focuses on strategic planning for the whole of government; good practices in planning and objective setting; monitoring and measuring progress, evaluating and reporting performance; and includes a demonstration of the use of ICT in the Public Sector Governance by Chinese Taipei.

Government delegates, professors and experts from member economies of APEC, government officials and scholars from Chinese Taipei's Public Governance Research Center (TPGRC) participated in the workshop, which is expected to raise awareness, stimulate new ideas and the exchange of experiences in managing the performance of public agencies. Contents and outcomes of in-depth policy dialogues will be made available online at the APEC website.

It is hoped that the workshop will contribute to a culture of "producing concrete results with public money." This, explained Prof. Bob Buckle, Chair of APEC's Economic Committee, would benefit all APEC stakeholders, from business to civil society and the ordinary citizen in the APEC region.
