3. Background

Rural development and poverty alleviation is one the most important issues in APEC region. In 2015, APEC Policy Support Unit’s Report on “Promoting Products Contributing to Sustainable and Inclusive Growth through Rural Development and Poverty Alleviation” highlighted the important factors such as institutional development, investment climate, access to healthcare and education, and social protection for rural development and poverty alleviation.

APEC also began work in 2015 on understanding Inclusive Business (IB) and its contributions to achieving sustainable and inclusive economic growth and development. The APEC Ministers welcomed the efforts, and instructed officials to conduct more work on understanding IB, especially in agribusiness, manufacturing, housing, tourism, forestry and fisheries.

Although IB is primarily private sector driven, governments play an important role in creating an enabling environment for IB and promoting this innovative way of doing business.

In collaboration with Government of Peru, 2016 APEC host economy, Ministry of Agriculture, Forestry and Fisheries, MAFF, Japan will hold “APEC Symposium on Inclusive Business in Agriculture, Forestry and Fisheries for Rural Development and Poverty Alleviation,” as an APEC project of “PPFS 01 2016S”.
