2001 CTI Annual Report to Ministers
The CTI is APEC's central working-level forum for ensuring that the Bogor goals of free and open trade and investment in the region are met. This annual report presents the progress towards those goals in a number of concrete areas. The CTI has conducted a thorough review and overhaul of the 1995 Osaka Action Agenda which charts specific objectives and guidelines, as well as collective actions for achieving APEC's Trade and Investment Liberalization and Facilitation goals. The CTI also intensified its work on non-tariff measures, services, customs procedures, standards and the mobility of business people, to name just a few areas.

The Strategic Plan [Capacity Building in APEC Related to the Implementation of WTO Agreements], 2001

In each field survey, we reviewed and identified the needs of developing economies with regard to the implementation of WTO Agreements, which were preliminary shown in the response to the questionnaire distributed to all of the economies in July 2000. Study on Competition Laws for Developing Economies, 1999
APEC requested a study on the advantages and disadvantages of competition laws for developing economies, particularly as it relates to and derives from the experience of APEC member economies. The project was focused upon the following issues:
  • whether competition laws are essential to attaining competition policy objectives, especially for developing members with open economies;
  • how the introduction of competition laws will affect the international competitiveness of their domestic firms;
  • how the enactment of competition laws will affect their ability to compete for foreign investment vis-a-vis developing economies that have not enacted competition laws;
  • what social impact competition law would create;
  • what limits and downside risks of enacting a competition law are within a society; and
  • the difficulties in obtaining support for the enactment of a competition law within a society.

The APEC Competition Workshop selected Korea, Mexico, Malaysia and the Philippines as the main case study economies.

1999 Guide to the Investment Regimes of the APEC Member Economies (4th Edition)
The Asian Financial Crisis in 1997 affected a substantial number of APEC member economies and the rest of the world. The fourth edition (the last version prior to the 4th edition was in 1996) carries within it responses of some economies to the crisis.

The guidebook also reflects each economy's Individual Action Plan on Investments as practiced in their pronounced investment regimes.

It is recognized that transparency of investment procedures and regulations can assist investors in their investment decisions and serve to attract investments. With the limited investment capital resources and the wide range of investment opportunities available throughout the world, foreign investors need a comprehensive means to determine the benefits of investing in APEC economies as compared to other regions of the world. The guidebook serves to provide that means.

The program was funded by the Asia-Pacific Economic Cooperation (APEC), with the aim of further developing trade and investment between APEC countries. The course was provided to individuals from developing and developed APEC member economies. This report presents the findings of an evaluation of the course.

Development/Implementation of Training Program for Jewelry Testing, Assaying and Hallmarking Terminal Report CTI25/99, 1999
This paper reports on the above project. It aimed to secure the participation of the APEC private sector and concerned institutions in the gem and jewelry industry to facilitate investment and trade in the region. Report on Progress of Alignment with International Standards in APEC Priority Areas, 1998
The APEC Sub-Committee on Standards and Conformance (SCSC) establishment was meant to enhance and facilitate international trade, particularly amongst the APEC economies. To this extent, SCSC has adopted the Declaration of an APEC Standards and Conformance Framework which provided APEC members with a common objective in four major areas, which include alignment of APEC member economies' standards with international standards.

In this context, APEC economies shall endeavor to adopt and align their national standards with international standards, where feasible and appropriate, to expand regional trade, investment flows and developing production networks. Four major sectors identified are electrical and electronic appliances; food labeling; rubber products; and machinery. This is a continuous process and member economies are expected to finalise their program on all four sectors, and other sectors, by the year 2000/2005.
