Anti-Corruption and Transparency Experts Task Force  

Corruption is a major obstacle to social and economic development and increases the cost of doing business.

APEC's Anti-Corruption and Transparency Expert Task Force (ACT) is made up of law enforcement officials from APEC member economies. It's main activities include:

APEC Economic Leaders put fighting corruption on their agenda in 2003 in Bangkok. The decision was taken to set up a task force under Senior Officials to specifically steer APEC anti-corruption activities and the ACT was established in 2005.

Achievements

 
During 2007 and with the support of the
APEC Business Advisory Council, the ACT developed codes of conduct for the private sector with the aim of improving corporate governance. And in conjunction with this the ACT has been investigating how to inject the issue with law enforcement mechanisms.

To this end, on 22 June 2007 the ACT held a workshop titled, "Building Integrity in the Private and Public Sectors - Implementing APEC's Anti-Bribery Principles." A range of experts specializing in the implementation of codes of conduct in the public and private sectors gave presentations on their experiences and lessons learned. The purpose of the workshop was to discuss the implementation of APEC's anti-bribery principles and to formulate best practices for the private sector.

This year the ACT has made concrete progress on finalizing its deliverables that were adopted and approved at meetings of APEC Leaders and Ministers in Sydney in late September. They endorsed:

As part of the Capacity Building workplan Thailand held an APEC workshop on Combating Corruption Related to Money Laundering in Bangkok, from 20-22 August 2007. The workshop aimed to bring the nexus between money laundering and corruption to the forefront of understanding among officials and the public. And through a study of (1) international instruments and legal obligation; (2) preventive measures and practical application; (3) best practice and case studies, aims to clarify a minimum level of standards for implementation by member economies. The summary of the workshop will be presented at the next 6th ACT Plenary.

Current Activities

At the June ACT meetings, the plenary endorsed two APEC projects and the planning of an APEC Pathfinder Initiative.
  • The ACT endorsed Viet Nam's proposal to conduct an anti-corruption symposium on transparency and its linkages with administrative reform issues. The ACT also approved Thailand's proposal to undertake a detailed comparative study of Anti-Corruption Measures and Procedures in APEC. Both projects will be implemented next year and complement and consolidate existing projects within APEC and work being conducted by other groups.
  • The ACT endorsed Australia's proposal to design a Pathfinder Initiative which would create a practical and effective implementation process for the Code of Conduct for Business. The proposal aims to encompass the design of a practical implementation plan, and would focus carefully on the needs of Small and Medium Enterprises.
As part of ongoing initiatives, ACT members are carrying out the following activities:
  • Peru is organizing a workshop titled "The Fight against Corruption is a Common International Responsibility: Strengthening the Cooperation Mechanisms in the Asia Pacific Region." This workshop aims to identify the impediments to the implementation of current mechanisms, to discuss best practices and to identify areas for further cooperation. The workshop will be held in Lima on 29th-31st October 2007. Further information on the logistics and program is available in the administrative circular.
  • Indonesia is carrying out research on Anti-Corruption Cooperation in APEC, focusing on a stock-take of bilateral and regional arrangements on anti-corruption matters between and among APEC member economies.
To intensify cooperation between APEC member economies, an ACT Capacity Building Template has been developed. A complted template is expected to be delivered by each member at the 6th ACT Meeting in February 2008. The template will help ACT members to identify areas where capacity building activities are most desired and will show how ACT members can complement each other in corruption prevention and prosecution.
