APEC Individual Action Plan Peer Reviews
The Individual Action Plans (IAPs) of APEC member economies are intended to document the economy's progress towards achieving the trade and investment liberalization and facilitation components of the APEC goals set out in the Bogor Declaration of 1994 (the "Bogor goals").
The Bogor Declaration established the target of free trade and investment in the Asia-Pacific region by 2010 for developed economies and by 2020 for developing economies.
The framework for implementing the Bogor Declaration was established in the 1995 Osaka Action Agenda (OAA).
The first part of the OAA sets out the Bogor liberalization and facilitation goals in fourteen specific policy areas which are expected to be achieved through a combination of individual and collective actions.
IAPs contain a chapter for each of these specified policy areas and report the steps that each member is taking to fulfill the objectives set out in the OAA for each action area.
IAP Peer Reviews are based on the information in an economy's most recent IAP, responses by the economy to questions submitted by APEC member economies (the peers of the economy being reviewed) the questions posed by the Review Team held during their visit to the economy.
This information is supplemented with information from the economy's earlier IAPs and from reports issued by the WTO, as well as studies published by academics the on the economy under review.
