SCE & ECOTECH
The SOM Steering Committee on Economic and Technical Cooperation (SCE) is responsible for coordinating and managing APEC's Economic and Technical Cooperation (ECOTECH) agenda.
ECOTECH is the APEC schedule of programs designed to build capacity and skills in APEC Member Economies to enable them to participate more fully in the regional economy and the liberalization process.
The ultimate aim of these capacity building efforts is to assist all APEC Members, particularly developing economies, to reach the APEC Bogor Goals of free and open trade and investment in the Asia-Pacific Region.
APEC has developed to a shortlist of APEC-wide ECOTECH priorities that act as a strategic roadmap for APEC sectoral working group activities in areas such as:
Integration into the Global Economy.
Counter-terrorism Capacity Building.
Promoting the Development of Knowledge-Based Economies.
Addressing the Social Dimensions of Globalization.
SCE activities are intended to advance more effective implementation of the APEC ECOTECH agenda by providing policy management tools for strengthening and streamlining APEC's work and providing guidance on possible actions which could be undertaken to achieve APEC ECOTECH goals.
Over the past year SCE activities have included assisting SOM to strengthen APEC's relations with other international organizations such as the Asian Development Bank and the World Bank on areas of mutual interest.
By sharing information and developing joint initiatives with other organizations, APEC will be able to reach out to a larger number of people in the region and leverage its limited resources to promote sustainable growth and equitable development in all APEC economies.
This relationship building process with other international organizations is anticipated to lead to opportunities to discuss priorities for capacity building and information exchange and this will further assist the SCE in its central role of promoting the ECOTECH agenda.
