Trade Facilitation
Trade Facilitation means making markets more efficient. It means reducing costs to business operating in and especially between markets, and it means regulators and government officials working toward these shared goals.

This brochure provides both case studies and an update what APEC is doing to promote trade facilitation. Case studies include discussions about APEC role in ensuring business mobility throughout the region and how Customs' administrations streamline policy and procedures to address changing needs. There are also examples of how technology is used to speed the flow of trade and how APEC works to align standards across the region.

Also noted in this brochure are ways in which the business community can get involved in the continual process of easing the barriers to trade.

2005 APEC Economic Outlook
APEC's Economic Outlooks reports that the Asia-Pacific region's economy continued its strong expansion in 2005 although the pace of growth slowed after its peak in 2004 when annual overall aggregate real GDP growth of APEC's Member Economies was 4.3 percent.

Unraveling the costs of terrorism and understanding the negative economic consequences of terrorism on foreign direct investments (FDI) flows are also a major component in this edition.

The Economic Committee produces APEC's Economic Outlook on an annual basis. The EC conducts research on economic trends and issues in the APEC region in support of APEC's trade and investment liberalization and facilitation and economic and technical cooperation agendas. It also has a mandate to promote structural reform by undertaking policy analysis and action-oriented work. The EC serves as a forum for APEC Members to exchange information and views on economic trends and issues.

Patterns and Prospects on Technological Progress in APEC, 2005
A project by the Economic Committee (EC) analyzes relevant indicators to identify the salient features of technological progress in APEC Economies. The report examines the creation and dissemination of technology, including research and development (R&D) activities, technology imports, knowledge networking, inflow of foreign direct investment (FDI), imports of information goods, entrepreneurship to create venture businesses, and formation of industrial clusters.

Follow up Study Impact of APEC Investment, Liberalization and Facilitation, 2005
A new study by APEC's Economic Committee (EC) has confirmed that lowering barriers to foreign investment will help Economies to be more competitive and increase global trade share. The study endeavors to quantify the investment barriers in APEC Member Economies based on Individual Action Plans (IAPs), a policy tool to improve coordination between Economies. It also attempts to estimate the economy-wide impact of investment liberalization and facilitation, when investment barriers are eliminated.

Committee on Trade and Investment: Annual Report to Ministers 2005
In 2005, CTI's four agreed priorities for 2005 included: support for the multilateral trading system; trade facilitation; transparency and anti-corruption; and the digital economy and intellectual property rights. Comprehensive work plans related to each of these four priorities were developed and a detailed work plan on Regional Trade Arrangements (RTAs) and Free Trade Agreements (FTAs) was adopted.

As the primary vehicle for implementing APEC Leaders' and Ministers' instructions on trade and investment issues, CTI's role is to provide a coherent perspective and voice for APEC Member Economies. The Committee is responsible for increasing cooperation among members on these issues. The Committee also oversees 11 sub-groups as well as the Automotive Dialogue, the Chemical Dialogue, Non-Ferrous Metals Dialogue and the Life Sciences Innovation Forum.

APEC Senior Officials' Report on Economic and Technical Cooperation 2005
Discussion in this Annual Report to Ministers centers on the SOM Committee on Economic and Technical Cooperation's (ESC) successful implementation of its tasks as outlined in the ESC's 2005 Work Program approved by Senior Officials in March 2005.

The ESC Report has identified, monitored and coordinated the implementation of ECOTECH capacity-building projects by APEC working groups and fora, reflecting the agreed APEC-wide ECOTECH priorities, the ECOTECH themes, and other priorities set by Ministers and Leaders. The ESC organized the second Policy Dialogue on ECOTECH between APEC and International Financial Institutions (IFIs), other relevant international organizations, and the private sector in September 2005, which highlighted the commitment to work together on ECOTECH activities.

APEC Privacy Framework, November 2005
Strengthening information privacy protection, the framework identifies a consistent approach to information privacy protection between APEC member economies, while avoiding the creation of unnecessary barriers to information flows.

The APEC Privacy Framework seeks to ensure the rapid cross-border flow of information and data while protecting consumers, businesses and governments from fraud and criminal activity. The framework clarifies how information can be handled and will also improve information sharing among regulators and government agencies to enable the safe transfer of information between economies.

Mid-Term Stock-Take, December 2005
The report was prepared from input provided by all of APEC's 21 Member Economies that was then analyzed by independent trade and economic experts. The report found that barriers to trade and investment have fallen significantly in the APEC region since the creation of the APEC process sixteen years ago. Notably, average applied tariffs in APEC Member Economies declined from 16.9 per cent in 1989 to 5.5 per cent in 2004. The report discusses achievements, notes challenges that lay ahead and outlines the 'Busan Roadmap to the Bogor Goals.'

ABAC Report to APEC Economic Leaders 2005
Given that current world economic conditions present APEC economies with an opportunity to undertake reforms needed to bolster medium-term economic growth prospects. This handbook, a useful tool for APEC businesses and governments, is a small but very tangible step toward enhancing trade facilitation by providing greater transparency of the various APEC economies' customs agencies, laws and regulations, and procedures to procuring advance customs rulings. It also provides a checklist of various provisions that businesses have at their disposal when planning to trade with a particular APEC economy.

Guidebook on APEC Procedures and Practices
For APEC officials the Guidebook helps meeting hosts to understand APEC processes and to follow its meeting practices correctly but flexibly enough in accordance with their own circumstances. It is also useful for other officials participating at meetings ranging from the APEC Economic Leaders? Meeting to APEC workshops and seminars.

The Guidebook provides information on the procedures for holding APEC meetings. The procedures prescribed are not strict rules but guidelines to members based on current practices and past experiences.

A list of relevant APEC Secretariat publications and a glossary of acronyms commonly used in APEC are provided for reference.
