This paper focuses on the innovation capabilities of SMEs incubated in industrial clusters with an overview of the development experiences of selected industrial clusters. Five themes discussed by the symposium include: (1) the conditions for the formation of a successful industrial cluster, (2) the linkages of industries, academics, and research institutes in an industrial cluster, (3) a liberal trade and investment environment for international industrial clustering, (4) E-commerce and industrial clusters, and (5) how SMEs benefit from industrial clusters.

This guide was developed in order to assist member economies to establish individual communication strategies with respect to agricultural biotechnology. It provides information and examples of effective communications materials in order to: 1) illustrate "best practices" in each medium; 2) give insight into approaches used to develop effective communication tools; 3) enhance current communication strategies on biotechnology in APEC economies; 4) facilitate improved communication on biotechnology between governments and consumers; and 5) improve confidence in the regulatory systems for agricultural products of biotechnology; promote informed public decision-making with respect to products of biotechnology; and identify consumer and stakeholder questions that will lead to enhanced regulatory oversight and effective risk management.
