Expert Group on Minerals and Energy Exploration and Development  

The Expert Group on Minerals and Energy Exploration and Development (GEMEED) is one of the five expert groups under the auspices of the APEC Energy Working Group. GEMEED's objectives are -
  • Articulate, coordinate and promote minerals issues within APEC.
  • Supply information about development potential and opportunities.
  • Promote adequate access to markets for mining products of APEC Member Economies.
  • Promote linkages between minerals and energy.
  • Enhance the contribution of mineral and energy resources to sustainable development.
  • Identify, develop and promote synergies with other APEC fora.

The group is focused in four main working areas -
  • Exchange of visions and policy definitions, through its Annual Meetings.
  • Information on the supply side, through the APEC Network of Minerals and Energy Data (ANMED) data network
  • Cooperation in environmental subjects of mining and metals, through the Subgroup on Environmental Cooperation led by Japan and a series of Environmental Cooperation workshops (ECOW).
  • Exploring vision on the metals demand side of the industry (projects)

Latest Developments
In 2005, GEMEED held its ninth meeting in Jeju - Korea, participated in the preparation of the Second Meeting of Ministers Responsible for Mining (October 20), in the First APEC Non Ferrous Metals Dialogue, and proposed the APEC Project EWG04/2006 "Mineral Exploration in APEC Economies", to be developed in 2006 -07. GEMEED also plans to hold the Tenth annual Meeting in Australia, (third quarter 2006), and a Workshop on Mineral Exploration and Energy Efficiency (tentatively in June 06, USA).

APEC Network of Minerals and Energy Data
The APEC Network of Minerals and Energy Data (ANMED) is an initiative of the GEMEED.

ANMED is a linked database that provides up-to-date Internet access to data and information on minerals and energy resources in the APEC region, and opportunities for investing and trading in them. It contains a broad range of geoscientific data and information on APEC member economies' legal and regulatory frameworks, finance and investment opportunities, land access (including environment) and relevant educational institutions.

ANMED's target audience comprises -
  • Governments of member economies, to facilitate their strategic planning to foster and promote mineral and energy resource exploration and development in their economies.
  • Business enterprises and peak business bodies in member economies, to facilitate their business planning and to pursue investment and sales opportunities.
  • Business enterprises of other economies, to identify potential investment opportunities in the APEC region.
ANMED is a joint cooperative activity among the APEC member economies. It promotes the APEC ECOTECH priorities adopted by APEC Ministers in Manila 1996 - in the Declaration on an APEC Framework for Strengthening Economic Cooperation and Development - by facilitating -
  • Capital investment in minerals and energy development within member economies, through providing easy access by small, medium and large enterprises to minerals and energy resource information, data and business opportunities.
  • Strategic planning by member economies' governments, including definition of new trends, investment development, production, trade, transport and other aspects of exploration and development of their mineral and energy resources.
  • Free flow of information between member economies on scientific and technological developments in the sustainable and environmentally-sound exploration and development of their minerals and energy resources.
As well as relevant public sector and international peak bodies, relevant business/private sector and non-governmental institutions are encouraged to have their web sites linked to ANMED.

ANMED was first developed and put in operation in 1997 with the support of the APEC Central Fund and operated until 2003. After a temporary suspension, it was re-established on the Internet in June 2004 with the generous financial assistances from the individual APEC Member Economies.

Brief History
GEMEED was formed in 1996 under a joint proposal by Chile and Korea. The Expert Group is at present chaired and managed by Chile from its Ministry of Mining. Its structure comprises the GEMEED Secretariat and a Subgroup on Environmental Cooperation led by Japan. Steering Committees are formed on a temporary basis to advise on development of the EWG projects concerning the activities of GEMEED. GEMEED has also functioned as a Secretariat for the First Meeting of the APEC Ministers Responsible for Mining, which took place on 15-17 June 2004 in Antofagasta, Chile, and assisted the Second Ministerial Meeting held in Gyeonju, Korea, on October 20 2005.

The main products of GEMEED have been:
  • Nine Annual Plenary Meetings (1996-2005) in Chile, Korea, Canada, Thailand, USA, Mexico, China, and Chinese Taipei, that respond to the drive to strengthen the dialogue on mining issues and evaluate the work of the Group, as well as exchange of information, visions and policy definitions.
  • Eight Environmental Cooperation Workshops, resulting in documents, presentations, publications, and statements regarding the role of APEC member economies in the areas of mining and sustainable development.
  • Workshops related to mining taxation, and the formation of an APEC database on Minerals and Energy, and Energy Efficiency in the mining industry.
  • Five projects on the subjects of South West Asia Hydrocarbon potential, Database on Mining and Energy Related Opportunities (ANMED), Survey of factors influencing demand for minerals and metals, followed by a second phase identifying technological factors related to the demand side, and Energy Efficiency improvement in the mining industry.
