The purpose of the Labor and Social Protection Network is to foster strong and flexible labor markets and strengthen social protection including social safety nets through evidence-based interventions, collaboration, technical co-operation and the provision of labor market and social protection information and analysis to address sustainable human resource development across APEC member economies.
The Labor and Social Protection Network (LSPN) first met in Brunei in May 2000 after the need for creating this network was identified during the 21st HRDWG meeting the year before in Sapporo, Japan.
Current Activities
When the LSPN met in the margins of the HRDWG meeting in Bohol, Philippines from 15-18 April 2008, it revisited its objectives and agreed to focus on issues and support activities in the following areas:
foster economic development to enhance growth and employment creation and alleviate poverty through effective labor market policies, including such measures as enhancing productivity, labor force participation and skills development;
maximizing the opportunities afforded by globalization through the development of improved workplace conditions and practices through the adoption of new technologies, effective labor-management relations, improved workplace health and safety practices and labor market adjustment measures to assist workers affected by globalization; and
building capacity to strengthen social protection in APEC member economies through an appropriate combination of active and passive labor market measures, empowering individuals and mitigating dependence through the dissemination and information exchange of effective practices for better social safety net delivery.
The group discussed youth unemployment, labor mobility, brain drain, aging population, industrial relations policies as key areas of policy development in addressing the social dimension of labor.
The project proposal, 'Seminar/Workshop on Good Practices in Social Safety Nets in APEC Member Economies,' was endorsed for APEC funding.
