Market Access Group  

Trade liberalization through elimination of tariff and non-tariff measures (NTMs) will encourage greater trade and investment flows; create new business opportunities and jobs in the Asia-Pacific region; and contribute to APEC's achievement of the Bogor Goals.

Established in 1998 by the Committee for Trade and Investment (CTI), the Market Access Group has the mandate to advance and integrate the CTI's objectives on tariffs and NTMs. These are two of the 15 specific areas outlined in the Osaka Action Agenda through which APEC Member Economies are working to eliminate barriers to trade.

Achievements

Tariff data for inclusion in the World Trade Organization (WTO) Integrated Database and the
APEC Tariff Database are regularly updated by MAG members. The APEC Tariff Database, a one-stop shop for tariff schedules, concessions, and prohibitions in APEC member economies, contains tariff data from 19 member economies and is the only tariff information window that is open to the public without any restriction.

In January 2007, a MAG workshop on remanufactured goods was organized with the aim of enhancing the understanding of the benefits of the global remanufacturing industry such as saving energy, raw materials and manpower, and the challenges posed to its development by barriers to trade. As a result of the workshop, MAG members were inspired to consider the need to review their tariff and non-tariff policies towards trade in remanufactured goods.

In June 2007, MAG organized a one-day workshop which focused on environmental goods, particularly, on renewable and clean energy technologies and water and wastewater treatment. The workshop was to facilitate MAG's work on environmental goods.

In December 2006, Australia, in cooperation with Indonesia, conducted a self-funded workshop on capacity building in trade negotiations in Jakarta. Participants discussed topics such as how to use existing software and databases for trade negotiations; comparison of various tariff reduction formulas; and quantitative measures to gauge the benefits of a successful WTO-Doha Development Agenda. Follow-up workshops will be carried out in the future.

Current Activities

Support for the Multilateral Trading System

In order to contribute to the ongoing WTO negotiations on environmental goods and to the global efforts on climate change, MAG initiated work on environmental goods at its meeting in January in Canberra, Australia. Work on environmental goods have been carried out through 2007 and will be one of MAG's priorities in 2008.

MAG also focuses on tariff reduction and the removal of non-tariff barriers relating to information technology (IT) products and remanufactured products.

MAG continues to identify IT products that could be proposed to the WTO for possible tariff elimination.

Completion of the draft Model Measures for FTAs/RTAs
MAG has been active in providing technical inputs to the CTI's work on model measures for commonly accepted RTA/FTA chapters. In this regard, MAG has finalized the model measures for safeguards, the development of which was carried over from 2006.

Trade facilitation
MAG continues to contribute to the Trade Facilitation Action Plan 2 (TFAP2) which has been designed to help member economies meet the APEC goal of reducing transaction costs by another 5%.

In collaboration with other groups, MAG is also working on rules of origin with the aim of minimizing the impact of the 'spaghetti bowl' of FTAs and RTAs in the region.

A Workshop on the Availability of Software and Databases for Trade Negotiations will be organized by Australia, with the cooperation of Singapore, in late 2007.
