MYP Pilot Initiative Launched in 2011
APEC Ministers and officials reinforced the importance of longer-term, more strategic projects as a way of more effectively building capacity in member economies to make the most of international trade. Multi-year projects will be piloted starting at session 3, 2011. APEC aims to support a maximum of 2-3 per funding session.
Eligibility requirements
Multi-year projects have a different standard for eligibility from standard APEC projects. Potential MYPs must meet various criteria, including:
• An MYP must be a single capacity building initiative broken into several phases and/or having multiple inter-dependent elements.
• Projects must represent a strategic priority for the forum and for broader APEC agendas. Concept notes approved to move forward will be assessed based on the Funding Criteria for all APEC-funded Projects in 2011.
• Projects must be 3 to 5 years in duration. The usual rules for extensions apply to MYPs.
• Not eligible for MYP funds are: annual conferences or workshops, regular publications, ongoing centres and the like, unless it can be clearly demonstrated that they are key elements of the project and integral to previous and subsequent components or phases of the project.
Funding limitations
• APEC will contribute a maximum of US$500,000 to an MYP.
• Developed economies must co-fund a minimum 50% of the project and developing economies 20%. (TILF contributors do not require co-funding for TILF projects.)
Project sponsorship and fora involvement
• All APEC fora can initiate a concept, but only SOM, Committees or SFOM may formally propose a multi-year project. Sub-fora, working groups, task forces must go through their relevant Committee.
• The proposing economy will lead the multi-year project, nominate a project overseer and report to the relevant APEC fora.
• A minimum of half of APEC member economies must co-sponsor the project.
• At least two APEC fora must have close cooperation in planning and implementation.
• External stakeholders (e.g. ABAC, international organisations) must be engaged in project planning and implementation, unless there is clear justification that this is unnecessary.
