The legislation of the Customs Union does not have a definition for remanufactured goods and does not have specific rules or regulations for importation of such products.    
Decision No.54 of the Board of the Eurasian Economic Commission dated July 16, 2012. The common external tariff of the Customs Union of Belarus, Kazakhstan and Russia. Link In some cases there are different levels of custom import duties for new and used goods (tires, motor vehicles and others).
Decision No.134 of the Eurasian Economic Commission Collegium dated August 16, 2012 stipulates the List of goods subject to prohibitions and restrictions in the cases of import and export in trade with third countries. Link The list of goods which are under the ban or restrictions on the exportation or importation into the single custom territory of the Customs Union of Belarus, Kazakhstan and Russia.
